The Turkish CBI Application, Step by Step

Most articles describing the Turkish citizenship-by-investment process treat it as a single transaction. It is not. It is three separate tracks that have to run in parallel: the property transaction, the documentary file, and the citizenship application itself. Get any one of them out of sequence and the whole timeline slips by weeks.

This is how we run a clean file at GLMBCP. The sequence below is the 2026 procedural reality, including the document checks that catch most files out — apostille gaps, transliteration mismatches, and the Central Bank's USD-conversion paperwork.

Step 1: Pre-Filing Strategy (Days 1–7)

Before anything else: confirm Türkiye is the right answer. We do an intake review covering:

  • Sending country: are you allowed dual citizenship under your origin country's law?
  • Background: any prior visa refusals, immigration history, name variations across documents?
  • Family scope: spouse, children under 18 — does anyone need to be added later via Turkuaz Card or other route?
  • Budget: USD 400K property minimum plus roughly USD 30–50K in transaction taxes, legal fees, valuation, translation, and government filing costs

Files that fail in month six usually had a problem visible in week one. The intake exists to catch it.

Step 2: Turkish Tax Number (Days 7–10)

Every foreign buyer needs a Turkish tax number (vergi numarası). It is required to open a bank account, sign property contracts, and register the tapu. The tax number is obtained at any Turkish tax office (Vergi Dairesi) or, increasingly, online via the interactive tax office portal.

Documents required: passport copy with notarised Turkish translation, address in country of residence. The number is issued same-day in most cases.

Step 3: Turkish Bank Account (Days 7–14)

The applicant needs a personal Turkish bank account in their own name. This is where the USD wire will be received and converted to TRY. The bank issues the Döviz Alım Belgesi (foreign exchange purchase certificate) that must accompany the CBI file.

KYC has tightened significantly in 2024–2025. Expect the bank to ask for:

  • Notarised passport translation
  • Tax number
  • Proof of address
  • Source-of-funds documentation (in some cases at this stage already)
  • A declaration that the account will be used for CBI investment

Some banks decline non-resident CBI accounts. We work with relationship managers at banks that are set up for this volume, which avoids the 2–3 weeks of friction otherwise common.

Step 4: Property Identification and Valuation (Weeks 2–4)

Property selection should run in parallel with steps 2 and 3. The mechanics are covered in our detailed piece on the USD 400,000 property route, but the sequence is:

  1. Shortlist 3–5 qualifying units
  2. Negotiate contract terms (price, payment schedule, completion status)
  3. Commission an SPK-licensed valuation report
  4. Confirm valuation ≥ USD 400,000
  5. Confirm the property has not been used in a prior CBI transaction within three years

A valuation taking longer than two weeks is normal. We pre-screen units before commissioning the formal report.

Step 5: USD Payment and Conversion (Weeks 4–5)

Once valuation is confirmed:

  • Funds wired from applicant's foreign bank account to the applicant's Turkish bank account, or to the seller's USD account in a Turkish bank
  • Funds converted to TRY by the Turkish bank
  • Döviz Alım Belgesi issued by the bank — this is the document the CBI file requires
  • Payment to seller in TRY against the contract

The bank issues the conversion certificate at the time of conversion. Some banks issue it electronically; some require an in-person visit. We coordinate this so the certificate is in hand within 48 hours of conversion.

Step 6: Tapu Transfer with CBI Annotation (Weeks 5–7)

The deed transfer happens at the Tapu Müdürlüğü (Land Registry). The applicant — or a power of attorney holder — must appear in person or by a certified representative. The procedural detail is in our tapu guide; the key for the CBI application is that the annotation ("vatandaşlık kazanma amaçlı edinilmiştir" — acquired for the purpose of obtaining citizenship) must be placed on the tapu at the time of registration.

This annotation is what triggers the 3-year holding period. It also restricts sale without Ministry consent. The tapu copy with annotation is filed with the citizenship application.

Tapu transfer tax (4%) is paid at this step. The transfer itself usually takes one to three business days once all documents are in order.

Step 7: Compile the Family Documentary File (Weeks 4–8, parallel)

Run this in parallel with the property steps. The Vatandaşlık Daire Başkanlığı requires:

  • Passports for all family members
  • Birth certificates for principal applicant, spouse, and all children — apostilled and sworn-translated into Turkish
  • Marriage certificate — apostilled and sworn-translated
  • Family register or equivalent (for some sending countries)
  • Criminal record certificates for principal applicant and spouse (under 18 dependants exempt) — apostilled, sworn-translated, valid within 6 months
  • Health insurance covering Türkiye
  • Photographs to Turkish biometric specification
  • Address declaration in Türkiye (does not need to be the CBI property)

The single biggest cause of delay in our files is mismatched name transliterations across documents. The name on the passport must match the name on the birth certificate must match the name on the apostilled translation. Where origin documents use Arabic, Cyrillic, or other non-Latin scripts, this requires careful sworn translation work.

Step 8: File the Citizenship Application (Week 8–10)

Filing is done at the Vatandaşlık Daire Başkanlığı (Citizenship Office) under the Ministry of Interior. The application is submitted under Article 12 of the Citizenship Law (exceptional citizenship by investment).

Documents submitted include:

  • The compiled family documentary file
  • The tapu with CBI annotation
  • The SPK valuation report
  • Bank documentation: Döviz Alım Belgesi, contract, payment evidence
  • Tax number, address declaration
  • Power of attorney to the filing advocate (typical)

A file reference number is issued. From this point, the file is tracked through the Ministry's internal review.

Step 9: Background Checks (Months 3–5)

This is the variable phase. The Ministry conducts:

  • Interpol database screening
  • Turkish security checks
  • Verification of submitted documents with the issuing authorities (in some cases)
  • Cross-check of the property registration and payment trail

A clean file moves through in 2–3 months. Files with anomalies — most often transliteration mismatches with international databases — take longer. We see roughly 15–20% of files require a clarification request from the Ministry; clean files do not.

Step 10: Presidential Decree (Months 5–7)

Citizenship is granted by Presidential decree (Cumhurbaşkanı kararnamesi) under Article 12. The decree is published in the Official Gazette (Resmi Gazete) with the citizenship file number — the name is not published.

The decree is the legal moment of citizenship. Everything that follows is administrative: identity card issuance and passport application.

Step 11: Turkish ID and Passport (Months 7–8)

After the decree:

  • Apply for the Turkish national ID (T.C. Kimlik) at the Civil Registry
  • Apply for the Turkish passport at the Passport Office, including biometric capture (fingerprints and photograph)
  • Passport is typically issued within 2–4 weeks of biometric appointment

The passport is valid for 10 years and is renewable indefinitely.

What Comes After

Citizenship is permanent. The 3-year holding period on the property continues; the property cannot be sold with the CBI annotation in place. After year three the annotation lifts and the property is freely transferable. We cover the 3-year hold rule and exit strategy separately.

How long does the full application take in 2026?
A clean file with complete documentation: 4–8 months end-to-end, from intake to passport. Property transaction takes 4–7 weeks; citizenship file averages 4–6 months from filing.
Do I have to be in Türkiye for the application?
You need to be physically present, or represented by a power of attorney holder, at the tapu transfer and at the biometric appointment for the passport. The citizenship application itself can be filed by an authorised advocate.
What's the most common reason files are delayed?
Transliteration mismatches between the passport name and the apostilled civil-status documents. Spelling variations of the same name across documents trigger Ministry clarification requests that add 4–8 weeks.
Can I work or live in Türkiye before citizenship is granted?
Yes, but you need a separate residence permit during the application period. Many investors apply for a short-term residence permit at the time of the property purchase, which covers the application window.
What if my application is rejected?
Rejections are rare on clean files. When they happen, they are usually for security reasons (Interpol hits, prior immigration issues) rather than documentary issues. Funds invested in property remain the applicant's; the citizenship route simply does not proceed.
