The general framework for the Hususi Damgalı Pasaport sits in Article 14 of Passport Law No. 5682. Traditionally, this article assigns Green Passport eligibility to senior state employees at certain civil-service grades, high-ranking judges and prosecutors, and retired public officials of equivalent standing, together with their spouses and dependent children under defined age limits. The exporter route is not built into Article 14 directly — it comes from a Cabinet Decree that extends the same document to a defined group in the private sector.
Cabinet Decree No. 2017/9962
Cabinet Decree No. 2017/9962 — İhracatçılara Hususi Damgalı Pasaport Verilmesine İlişkin Esaslar Hakkında Karar (Principles on Issuing Special-Stamp Passports to Exporters) — is the operative instrument for the exporter track. It sets out who qualifies, what export volume is required, how validity terms tier by that volume, and which authorities certify and issue the passport. The decree has been amended since its original publication; the current text should always be checked on Mevzuat before acting.
Under Cabinet Decree No. 2017/9962, the Ministry of Trade and TIM (Türkiye İhracatçılar Meclisi — Turkish Exporters Assembly) administer the certification, and provincial civil registry offices (İl Nüfus ve Vatandaşlık Müdürlüğü) issue the passport itself.

Who qualifies: the exporter company and the individual
Eligibility has two layers — the company must clear an export threshold, and the individual must hold a qualifying role in that company.
The company
- A Turkish-registered exporter company, actively engaged in export activity.
- Registered with a TIM-affiliated exporters' union (İhracatçı Birliği) covering the relevant sector.
- Meeting the minimum annual FOB export value in the reference period defined by the Ministry of Trade.

The individual
The Green Passport is issued to a signature-authorised officer (yetkili imza sahibi) of the exporter company — in practice, the owner, chairman, board member, or general manager listed in the trade registry with binding signature authority.
Family members can benefit as follows: the eligible officer's spouse, and unmarried children under the age of 25 (subject to conditions on education and dependency), may also be issued a Green Passport on the strength of the officer's eligibility.
Export thresholds and validity tiers (2026)
The core mechanic of the exporter track is a tiered link between annual export value and passport validity: the more your company exports, the longer the Green Passport is valid before renewal.

TIM certification and application process
The application flow moves from the exporter company through TIM and the Ministry of Trade to the civil registry office that prints the passport.
Step 1 — Company file at the exporters' union
The exporter company submits its export data — customs declarations, FOB values, sector breakdown — through its TIM-affiliated exporters' union. The union verifies volume against customs records.
Step 2 — TIM / Ministry of Trade certification
TIM issues (or the Ministry of Trade approves, depending on current administrative flow) a certification letter confirming the company meets a specific tier and identifying the signature-authorised officer(s) covered.
Step 3 — Passport application at the civil registry
The individual submits the passport application to the relevant İl Nüfus ve Vatandaşlık Müdürlüğü, or via e-Devlet where the online path is enabled, attaching the certification letter and standard passport documents (biometric photo, ID, tax clearance, judicial record).
Step 4 — Issuance
The Green Passport is issued for the tier validity term. Historically, ordinary passport fees have been waived or significantly reduced for Green Passport holders under the exporter track.

Visa-free and simplified entry

The CBI + Green Passport combo
